Medical Bandage Quality
Standards: ISO, CE & FDA
Procurement Guide 2026

Medical bandages are subject to multiple overlapping quality standards — ISO 13485, CE MDR, FDA classification, EN 13726, EN 14079, and ASTM testing protocols. This guide translates each standard into practical procurement implications: what to request from suppliers, how to verify compliance claims, and what to include in RFQ specifications for European, US, and GCC markets.

Baseline QMS standard
ISO 13485
Required for manufacturers supplying to EU, GCC, Australia, Canada — scope must cover your specific bandage product
EU CE requirement
MDR 2017/745
CE certificates must reference MDR — MDD 93/42/EEC certificates expired May 2024
Performance standard (EU)
EN 13726
Test methods for wound dressings — absorbency, MVTR, waterproofness, conformability
Gauze-specific standard
EN 14079
Woven medical gauze — thread count, absorbency, fluorescent agent requirements

Medical bandages encompass a broad product range — woven gauze bandages, elastic crepe bandages, cohesive bandages, PBT conforming bandages, compression bandages, and plaster of Paris casting bandages. Each product type carries specific regulatory requirements, and the standards framework is layered: a manufacturer may hold ISO 13485 certification (quality management) and CE marking (market authorization), while the specific product must also comply with performance standards like EN 14079 or EN 13726.

For procurement managers, the critical question is not "does this supplier have certifications?" but "do their certifications and test reports cover the specific products I am buying?" This guide answers that question for each major standard. For product-specific guidance, see our Medical Bandage Complete Buyer's Guide and Quality Control in Medical Procurement.

Section 01

The Standards Framework: How Each Layer Works

Medical bandage quality is governed by three distinct but overlapping frameworks — quality management, market authorization, and product performance. Understanding how they relate prevents the common procurement mistake of treating ISO 13485 as sufficient quality verification when product-specific test reports are actually required.

Framework layerWhat it coversKey standardsWhat procurement should request
Quality Management System (QMS)How the manufacturer controls their processes — design, production, supplier management, traceability, corrective actionISO 13485:2016ISO 13485 certificate — check scope, issuing body accreditation, and expiry date
Market Authorization (CE/FDA)Legal permission to sell in specific markets — requires QMS plus product-specific technical documentationEU MDR 2017/745 / FDA 21 CFR 820CE certificate referencing MDR (not MDD); FDA establishment registration number
Product Performance TestingSpecific test results proving the product meets defined performance parameters — absorbency, tensile strength, extensibility, MVTREN 13726, EN 14079, ASTM D5034, ASTM D903Product-specific test reports with numeric results — not compliance declarations
BiocompatibilityEvidence that materials in contact with skin or wounds are safe for patient useISO 10993-1, ISO 10993-5, ISO 10993-10Biocompatibility evaluation report covering cytotoxicity and sensitization

Why ISO 13485 alone is not enough

ISO 13485 certifies that a manufacturer has a quality management system — it does not certify that any specific product meets performance requirements. A manufacturer with ISO 13485 could theoretically produce substandard bandages while maintaining a fully certified QMS. Product-specific test reports (EN 14079, EN 13726, ASTM) are the performance verification layer. Both are required for complete supplier qualification.

Section 02

ISO 13485: What It Actually Requires and How to Verify It

ISO 13485:2016 is the international standard for quality management systems specific to medical device manufacturers. It is required — directly or indirectly — for CE marking, SFDA registration, and supply to most regulated markets globally.

What ISO 13485 certification covers

  • Design controls — documented procedures for product development, verification, and validation
  • Supplier management — evaluation and ongoing monitoring of raw material and component suppliers
  • Production controls — validated manufacturing processes, in-process monitoring, cleanroom requirements where applicable
  • Traceability — ability to trace any product batch back to raw materials, production records, and personnel
  • Corrective and preventive action (CAPA) — documented system for investigating and resolving quality issues
  • Post-market surveillance — active collection and analysis of complaints and adverse event data

Key difference: ISO 13485 vs ISO 9001

ISO 9001 is a general business quality standard applicable to any industry. ISO 13485 is specifically designed for medical device manufacturers and includes regulatory compliance requirements, risk management integration, and stricter documentation controls absent from ISO 9001. A supplier holding only ISO 9001 — not ISO 13485 — does not meet the quality system requirements for medical device supply to most regulated markets.

Always check ISO 13485 certificate scope — not all certificates cover all products

An ISO 13485 certificate is only valid for the product categories listed in its scope. A manufacturer certified for "gauze swabs and dressings" may not be certified for "elastic bandages" or "compression bandages." Request the full certificate — not just a logo — and verify the scope covers the specific bandage types you are procuring. Certificates issued by non-accredited bodies are also not valid for regulatory purposes.

Section 03

Key Performance Standards: What Each Measures

Gauze Bandages
EN 14079
Non-impregnated woven medical gauze
Specifies requirements for woven cotton gauze — thread count (warp × weft per cm²), absorbency, fluorescent whitening agent content, and freedom from surfactants. The thread count requirement (minimum 19×15 per cm² for Type 1) is the most commonly misrepresented specification in supplier CoAs.
Procurement: Request CoA with actual measured thread count and absorbency values — not just "meets EN 14079." See our EN 14079 Technical Guide for full parameter requirements.
Wound Dressings
EN 13726:2023
Test methods for wound dressings — primary and secondary
Covers absorption capacity (free swell and under compression), moisture vapor transmission rate (MVTR), waterproofness, and conformability/extensibility. The 2023 revision added new test methods for superabsorbent materials and foam dressings. MVTR values critically affect wound microenvironment management.
Procurement: Request EN 13726 test reports for any wound dressing product — absorbency (g/100cm²) and MVTR (g/m²/24h) should be stated numerically.
Mechanical Performance
ASTM D5034 / D903
Tensile strength and peel adhesion testing
ASTM D5034 measures breaking load and elongation at break for textile products including bandage fabrics. ASTM D903 measures 180° peel adhesion for adhesive products. These parameters are critical for elastic bandages (extensibility defines compression class) and adhesive bandages (peel force defines skin compatibility).
Procurement: For elastic and compression bandages, specify extensibility range (e.g., 40–70% for medium-stretch). For adhesive bandages, specify minimum and maximum peel force.
Biocompatibility
ISO 10993
Biological evaluation of medical devices
ISO 10993-1 defines the overall biocompatibility evaluation framework. For bandages as skin-contact devices: ISO 10993-5 (cytotoxicity) and ISO 10993-10 (sensitization) are the minimum requirements. For products contacting compromised skin or wounds, additional tests may be required per ISO 10993-1 risk-based evaluation.
Procurement: Request biocompatibility evaluation report — not just "hypoallergenic" label claims. For latex-containing products, require formal latex-free declaration or sensitization test data.
Compression Bandages
ENV 12718 / CEN standards
Medical compression hosiery and bandaging
Compression bandages are classified by extensibility: short-stretch (inelastic, practical stretch up to 40%), medium-stretch (40–70%), and long-stretch/elastic (40–120%). Sub-bandage pressure at application and after 2 hours is the key clinical parameter — pressure drops 25–50% within 2 hours even without patient movement.
Procurement: Specify compression class and extensibility range. Request sub-bandage pressure data at application and at 2 hours — not just "high compression."
Sterile Packaging
ISO 11607
Packaging for terminally sterilized medical devices
ISO 11607 defines packaging validation requirements for sterile medical devices — seal integrity, aging, and distribution testing. Applicable to all sterile bandage products. Packaging failure — even for a perfectly sterilized product — compromises sterility.
Procurement: For sterile bandages, request ISO 11607 packaging validation summary. Inspect deliveries for seal integrity before accepting into sterile stock.

Section 04

CE Marking Under EU MDR: What Changed from MDD

CE marking under EU MDR 2017/745 replaced the old Medical Device Directive (MDD 93/42/EEC), with MDD certificates expiring in May 2024. For bandage procurement, the key practical changes are:

RequirementMDD (expired)EU MDR 2017/745 (current)
Certificate validityExpired May 2024 — no longer validCurrent — required for EU and GCC supply
Clinical evidenceEquivalence claims widely acceptedStricter — clinical evaluation report (CER) required with stronger evidence
Device class (sterile bandages)Class I sterile (Is)Class Is — notified body involvement required for sterility aspect
UDI requirementNot requiredMandatory — UDI on label and EUDAMED registration
Post-market surveillanceBasic requirementsMandatory PMS plan and periodic safety update reports (PSUR)
EU Authorized RepresentativeRequired for non-EU manufacturersRequired — registered in EUDAMED with expanded legal responsibility

For a complete guide to EU MDR requirements for medical consumables, see our EU MDR 2017/745 Guide for Chinese Exporters.

Section 05

FDA Classification for Medical Bandages

FDA ClassRisk levelRequirementsBandage product examples
Class ILowGeneral controls — establishment registration and device listing required. Most exempt from 510(k)Plain gauze bandages, elastic bandages, crepe bandages, cohesive bandages, POP bandages
Class IIModerateSpecial controls + 510(k) premarket notification requiredAntimicrobial wound dressings (low-to-medium AMR concern), wound closure strips
Class IIIHighPremarket Approval (PMA) required — highest regulatory burdenDressings containing medically important antimicrobials (high AMR concern)

FDA registration verification

For US market supply, verify manufacturer FDA establishment registration directly on the FDA website (fda.gov/medical-devices) using the establishment registration number. Also verify the specific device listing — not just the establishment. A Chinese manufacturer may have establishment registration but not have their specific bandage products listed. Both establishment registration and device listing are required for legal US market supply.

Section 06

GCC and Saudi Arabia: Additional Requirements

Bandages and wound dressings supplied to Saudi Arabia and other GCC markets require SFDA registration in addition to CE marking. The SFDA registration pathway for bandages:

  • Risk classification: Standard gauze bandages and elastic bandages are typically Class A (low risk) under SFDA — the simplest registration pathway
  • Required documents: CE certificate under EU MDR 2017/745, ISO 13485 certificate, Free Sale Certificate (apostilled by country of manufacture), product technical file summary, and Arabic labeling artwork
  • Authorized representative: A licensed Saudi authorized representative is required — the manufacturer cannot register directly
  • Arabic labeling: All medical devices sold in Saudi Arabia must carry Arabic labeling with product name, manufacturer details, lot number, manufacturing date, expiry date, storage conditions, and post-registration SFDA number

For the complete SFDA registration process, see our SFDA Medical Device Registration Guide for Saudi Arabia and our GCC First Aid Kit Compliance Guide.

Section 07

Supplier Verification Checklist

  • Request ISO 13485 certificate — verify scope, accreditation body, and expiry date — the scope must explicitly cover the bandage product types you are procuring. Certificates from non-accredited bodies are not valid. Check the issuing body's accreditation on the IAF (International Accreditation Forum) database
  • Verify CE certificate references EU MDR 2017/745 — not MDD — any CE certificate still referencing "Council Directive 93/42/EEC" is expired and invalid. The certificate must reference "Regulation (EU) 2017/745"
  • Request product-specific test reports with numeric values — EN 14079 for woven gauze (thread count, absorbency), EN 13726 for wound dressings (absorbency g/100cm², MVTR g/m²/24h), ASTM D5034 for elastic bandages (extensibility %). "Meets standard" statements without numeric values are unverifiable
  • Request biocompatibility evaluation — ISO 10993-5 and ISO 10993-10 — cytotoxicity and sensitization testing is required for all skin-contact bandage products. For products contacting compromised skin (wound dressings), ensure the evaluation covers that specific use
  • For latex-containing products — request formal latex-free declaration or latex content data — rubber-based adhesive bandages may contain natural rubber latex. For healthcare settings with latex allergy protocols, a written latex-free declaration is required
  • For sterile bandage products — verify sterilization method and SAL 10⁻⁶ — request sterilization validation summary confirming EO (ISO 11135) or gamma (ISO 11137) sterilization to SAL 10⁻⁶. Also request ISO 11607 packaging validation data
  • For GCC supply — confirm SFDA registration and Arabic labeling capability — verify SFDA registration number on the SFDA website, or confirm the supplier can support the registration process through a licensed Saudi authorized representative
  • For US supply — verify FDA establishment registration and device listing — check both establishment registration and specific product device listing on the FDA website. Establishment registration alone does not authorize sale of unlisted products
