Saudi Arabia's SFDA (Saudi Food & Drug Authority) operates one of the most rigorous medical device registration systems in the Middle East. For Chinese manufacturers of medical consumables — gauze, bandages, wound dressings, surgical consumables, first aid kits — entering the Saudi market requires a structured registration process that can take 6 to 18 months and requires documentation that many exporters are not initially prepared to provide.

This guide is written for Chinese medical device exporters and their Saudi distributors who need a practical, step-by-step understanding of the SFDA registration process. For the buyer-side perspective on sourcing SFDA-registered medical gauze, see our Medical Gauze for GCC & Saudi Arabia: Procurement Guide.

Section 01

Step 1: Determine Your Device Classification

SFDA classifies medical devices into four classes based on risk level. The classification determines the documentation requirements, review timeline, and fees. Getting the classification right before starting the application avoids delays from reclassification during review.

Lowest Risk
Class A
Non-sterile, non-measuring devices with no direct patient contact risk. Simplest registration pathway. Most documentation focused on quality system and labeling.
Examples: non-sterile gauze rolls, cotton wool, bandages, non-sterile swabs
Low-Medium Risk
Class B
Sterile products, products with longer-term contact, or measuring devices. Requires sterility validation, biocompatibility data, and more extensive technical file.
Examples: sterile gauze swabs, sterile wound dressings, surgical drapes, sterile bandages
Medium-High Risk
Class C
Devices delivering energy to the body, implantable devices, or devices supplying substances. Requires clinical evidence and more extensive safety data.
Examples: active wound care devices, NPWT systems, some advanced dressings
Highest Risk
Class D
Implantable devices or devices in direct contact with the central nervous system or heart. Most extensive documentation and clinical evidence required.
Examples: surgical implants, cardiac devices — not applicable to standard consumables

Classification for common medical consumables

  • Non-sterile gauze, bandages, cotton wool → Class A
  • Sterile gauze swabs, sterile wound dressings → Class B
  • First aid kits (non-sterile contents) → Class A
  • Surgical drapes, isolation gowns → Class B
  • Laparotomy sponges (sterile, X-ray detectable) → Class B
  • Advanced wound dressings with antimicrobial agents → Class B or C depending on claims

Section 02

Step 2: Prepare Required Documentation

Documentation preparation is the most time-consuming part of SFDA registration — and the stage where most applications run into problems. The following documents are required for Class A and Class B medical consumables. Class C and D require additional clinical evidence not covered here.

Required documents — Class A & B medical consumables
ISO 13485 certificateValid, scope must cover the specific product
CE certificate (EU MDR 2017/745)Strongly preferred — MDD certificates no longer accepted
Free Sale Certificate (FSC)Issued by NMPA or provincial authority in China — must be apostilled
Declaration of ConformitySigned by manufacturer confirming standards compliance
Technical file summaryProduct description, intended use, specifications, standards applied
Test reportsPerformance testing per applicable standards (EN 14079, USP, etc.)
Biocompatibility (Class B)ISO 10993-5 cytotoxicity minimum; ISO 10993-10 for wound contact
Sterilization validation (sterile products)ISO 11135 (EO) or ISO 11137 (gamma) validation report
Labeling samplesArabic and English — must include all required SFDA label elements
Packaging samples / photosPrimary and secondary packaging with all labeling visible
Authorized representative agreementSigned agreement with SFDA-licensed KSA representative
Power of attorneyManufacturer authorizing representative to act on their behalf

The Free Sale Certificate (FSC) — the most commonly missing document

The FSC is a certificate issued by a government authority in the country of manufacture confirming that the product is legally manufactured and sold in that country. For Chinese manufacturers, this is issued by the NMPA (National Medical Products Administration) at national level, or by provincial Drug Administration bureaus for lower-risk products.

The FSC must be apostilled — authenticated through China's notarization and apostille process — before submission to SFDA. This process takes 4–8 weeks and is often the single biggest timeline bottleneck for first-time SFDA applicants. Start the FSC apostille process in parallel with other document preparation, not after.

CE certificate validity — MDD vs MDR

SFDA now requires CE certificates issued under EU MDR 2017/745, not the old Medical Device Directive (MDD). MDD certificates expired on 26 May 2024 for most device classes. If your CE certificate was issued before 2021 or references MDD 93/42/EEC rather than MDR 2017/745, it will not be accepted by SFDA. Confirm with your CE notified body that your certificate is MDR-compliant before starting SFDA registration.

Section 03

Step 3: Register on the GHAD Portal

All SFDA medical device registrations are submitted through the GHAD (Gulf Health Device) portal at ghad.sfda.gov.sa. The portal is managed by SFDA and requires separate accounts for the authorized representative and the manufacturer.

1
Authorized Representative

AR creates GHAD account and registers establishment

The Saudi authorized representative registers their establishment on GHAD first. This requires their SFDA establishment license number. The manufacturer cannot submit directly — all submissions go through the AR's account.

2
Manufacturer

Manufacturer registers on GHAD and links to AR

The Chinese manufacturer creates their own GHAD account, registers their manufacturing facility, and links their account to the authorized representative. Manufacturing site information must match the ISO 13485 certificate exactly.

3
Application Submission

Submit device registration application with all documents

The AR submits the device registration application through GHAD, uploading all required documents. Documents must be in PDF format, in English or Arabic, with certified translations where required. Each product variant (different sizes, configurations) may require a separate application or can be grouped depending on SFDA classification guidance.

4
SFDA Review

SFDA technical review and queries

SFDA reviewers assess the application and may issue queries (deficiency letters) requesting additional information or clarification. Responding to queries promptly and completely is critical — unanswered queries result in application suspension. Most Class A applications receive 1–3 rounds of queries before approval.

5
Registration Certificate

SFDA issues registration certificate

Upon approval, SFDA issues a medical device registration certificate valid for 5 years. The registration number must appear on all product labeling and in all commercial documentation for Saudi market supply. Renewal must be initiated 6 months before expiry.

Section 04

Step 4: The Authorized Representative Requirement

SFDA requires every foreign medical device manufacturer to appoint a Saudi authorized representative (AR) — a local entity licensed by SFDA to act as the legal representative for the product in the Saudi market. This is not optional and cannot be replaced by a distributor agreement alone.

What the authorized representative must do

  • Hold an active SFDA establishment license for medical device importation
  • Submit and maintain the device registration application on GHAD
  • Be the point of contact for SFDA in case of recalls, safety alerts, or regulatory queries
  • Ensure post-market surveillance reporting requirements are met
  • Maintain the device registration through renewal cycles

AR vs Distributor — understanding the difference

Many Chinese manufacturers confuse their Saudi distributor with the authorized representative. A distributor purchases and resells your products — they may or may not be SFDA-licensed as an AR. The AR has specific legal obligations to SFDA that go beyond commercial distribution. Some distributors hold both roles; others do not. Always confirm whether your Saudi partner holds an active SFDA establishment license before assuming they can act as your AR.

What to look for in an authorized representative

  • Active SFDA establishment license — verifiable on the SFDA website
  • Experience with your specific product category (consumables vs equipment vs diagnostics)
  • Track record of successful SFDA registrations for foreign manufacturers
  • Clear agreement on who bears registration costs and renewal responsibilities
  • Willingness to provide registration status updates and GHAD portal access

Section 05

Realistic Timeline and Cost Expectations

StageClass A timelineClass B timelineKey dependencies

AR selection & agreement2–4 weeks2–4 weeksFinding a qualified AR can take time
GHAD account setup1–2 weeks1–2 weeksBoth manufacturer and AR must register
Application submission & review3–6 months6–12 monthsQuery response time affects duration significantly
Certificate issuance2–4 weeks after approval2–4 weeks after approval—
Total (realistic)6–9 months12–18 monthsStart document preparation immediately
Plan for Saudi market entry 12–18 months in advance

Chinese exporters frequently underestimate SFDA registration timelines. If you are targeting a Saudi MOH tender cycle or a distributor's annual procurement schedule, registration must be initiated well in advance. A registration that takes 12 months means you need to start now to supply next year's tender. Do not wait for a confirmed order before starting registration.

Section 06

Common Rejection Reasons and How to Avoid Them

  • CE certificate under MDD instead of MDR — The single most common issue for Chinese exporters. Confirm your CE certificate references EU MDR 2017/745 before submitting. If you still have an MDD certificate, contact your notified body immediately for MDR transition.
  • FSC not apostilled or expired — FSC must be apostilled and is typically valid for 6–12 months. If your FSC expires during the SFDA review period, you may need to obtain a new one. Start the apostille process early and obtain an FSC with maximum validity.
  • ISO 13485 scope does not cover the product — Your ISO 13485 certificate must explicitly include the product category being registered. "Medical textiles" is not equivalent to "sterile wound dressings" in all certification scopes. Read the scope statement carefully.
  • Arabic labeling missing required elements — SFDA has specific requirements for what must appear in Arabic on packaging. Common omissions: SFDA registration number (add after approval), authorized representative address in Arabic, storage conditions in Arabic.
  • Slow query response — SFDA deficiency letters have response deadlines. Missing these deadlines causes application suspension and restarts the clock. Establish a clear communication protocol with your AR to ensure queries are forwarded and responded to within 5 business days.
  • Manufacturer name inconsistency across documents — The manufacturer name on your ISO 13485, CE certificate, FSC, and GHAD application must match exactly. Even minor differences (Ltd vs Limited, Co. vs Co) trigger queries. Check every document for consistency before submission.
  • Biocompatibility data missing for wound-contact products — Class B sterile products require ISO 10993 biocompatibility data. Generic cotton biocompatibility reports are not accepted — data must reference your specific product formulation and materials.

Section 07

After Registration: Maintaining Compliance

SFDA registration is not a one-time event — it requires ongoing maintenance. Key post-registration obligations include:

  • Post-market surveillance: Report any serious adverse events or field safety corrective actions to SFDA within required timeframes
  • Labeling changes: Any change to product labeling requires SFDA notification or approval depending on the nature of the change
  • Manufacturing site changes: Changes to manufacturing location or quality system require SFDA notification and may require re-registration
  • Renewal: Registration is valid for 5 years. Renewal application must be submitted 6 months before expiry — do not wait until the last month
  • Annual reporting: Some device classes require annual reports on product sales volumes and any quality complaints received

Keep your AR relationship active

The most common post-registration compliance failure is losing contact with the authorized representative — particularly when distributor relationships change. If your AR changes, SFDA must be notified and a new AR must be appointed before the old one is released. A gap in AR coverage means your registration is technically unsupported and creates compliance risk for your Saudi customers.
